Thexar-II Sha-El 16: Xha-Mor Thar-El — The Demographic History
"A people is not numbers. But numbers tell the story of a people." — Guild of Scribes, demographic report, +4 000 Y.E.
Ruun-ak rass: → rhu [Thexar-II, Sha-El 04, "Thar-Xa-Khal"], → rhu [Thexar-II, Sha-El 14, "Xha-Sha Xha-Mor"], → rhu [Thexar-I, Ruun 07, "Xha-Sha Mor"] Mor-ven: Small founder population → civilization of billions, survived catastrophic decline, developed conscious control over growth. Each era left its demographic profile; dynamics reflect the state of society — from Empire's flourishing to crisis and stabilization. Growth Commandment ≤0.3%/y = response to ecological crisis.

16.1 Population Growth
Population of the Xha'ri (main land species) by era:
| Period | Population | Growth rate | Event |
|---|---|---|---|
| −15 000 | 8 000 | — | Early recorded Xha’ri settlements |
| −9 800 | 200 000 | — | Writing |
| −6 200 | 2.5 M | — | First Empire |
| −2 150 | 18 M | — | Empire peak (Kharak) |
| −750 | 4 M | — | After the crisis (Kharak) |
| +850 | 400 M | — | Council of Unity |
| +4 028 | 2.8 bln | 0.30% | The present |
The table combines different scopes: early settlements, Kharak during the crisis and later planetary estimates. Its rows are not a single census with unchanged coverage. The modern 0.3% ceiling is a policy, not the calculated average growth between all listed dates.
Key patterns:
- First Empire peak (−2 150): ~18 M (Kharak) — the limit at which Central Plain agricultural resources were exhausted
- Crisis (−750): decline to ~4 M — demographic collapse following the ecological one
- Recovery and Era of Unity: growth accelerates with each technological transition (industrialization −1 200, fusion +1 420, post-scarcity +2 800)
16.2 Distribution by Species
| Species | Population | Share | Trend |
|---|---|---|---|
| Xha'ri | ≈ 2.8 bln | ~58% | Stable |
| Kel'vash | ≈ 1.2 bln | ~25% | Growing |
| Moryn | ≈ 0.8 bln | ~17% | Stable |
| Total | ≈ 4.8 bln | 100% | — |
Xha'ri remain the majority, but their share gradually declines due to higher Kel'vash growth. Demographic policy considers all three species: Growth Commandment applies to total population, Council monitors the balance (→ rhu [Thexar-II, Sha-El 14, "Xha-Sha Xha-Mor"]).
16.3 The Growth Commandment
Modern demographic regime regulated by the Growth Commandment: growth must not exceed 0.3% per year. Mechanism = cultural norm + economic planning, not coercion:
- Family policy encourages stability rather than maximizing births
- Education and medicine make family planning accessible
- Post-scarcity economy removes economic incentives for large families
Direct response to the ecological crisis of the First Empire (→ rhu [Thexar-II, Sha-El 04, "Thar-Xa-Khal"]): the civilization consciously limits numbers so as not to repeat the mistake of exhausting the resource base.
Ruun Ven
- Demographic history: from 8 000 founders to 2.8 bln Xha'ri.
- Empire peak ~18 M (Kharak), crisis — decline to ~4 M.
- Growth accelerates with technological transitions; modern policy ceiling 0.3%/y.
- All species: ≈ 4.8 bln (Xha'ri 58%, Kel'vash 25%, Moryn 17%).
- Growth Commandment — conscious limitation of numbers as a lesson of the ecological crisis.
