Volume III: Society — Chapter 5: The 8 Domains

Introduction

The eight domains are the territorial foundation of Xha'Ruun civilization. Each domain is a historical-cultural region with its own identity, economic specialization, and governance system. The principle of "unity without uniformity" allows the domains to retain autonomy under common Council norms.

5.1 Administrative Division

Domain Capital Provinces Districts Population
Kharak-Thar Khar-Vexar 18 240 480 million
Kharak-Tor Khal-Ven 12 180 320 million
Rhuval-Ven Ven-Khal 14 200 380 million
Rhuval-Irkhen Irkhen 8 120 240 million
Vexar-Shan Shan-En 10 140 310 million
Vexar-Mor Mor-Thal 6 80 190 million
Island Khal-Tor 4 60 280 million
Polar Ven-Deep 2 8 12 million

The listed regional returns total 2,212 million. This is the coverage of these records, not a complete census of the species. The largest listed figure is 480 million for Kharak-Thar and the smallest 12 million for the Polar Domain.

5.2 Functions of the Domains

Function Center Regions
Legislation Council Charter Local norms
Taxes Guilds 30% — region
Education Scholars Guild Local schools
Healthcare Medic Guild Hospitals
Infrastructure Builders Guild Road network

The distribution of functions is a model of federalism: the Council and guilds set common standards; the domains implement them locally with regard to local conditions. The tax system directs 30% of collected funds to regional budgets.

5.3 Domain Autonomy

Domain autonomy covers:

The limit of autonomy — unity of measures, defense, foreign policy, and basic legislation.

5.4 Domains and Representation

Each domain delegates representatives to the Region Chamber of the Council of Unity (→ see [Volume III, Ch.02, "Council of Unity"]). Distribution by population: larger domains have more representatives, a domain has no separate veto; voting outcomes depend on seat distribution and the required threshold.

5.5 Economic Specialization

Specialization ensures complementarity — the economic necessity of unity.

Chapter Summary

  1. Eight domains cover all continents; division: domain → province → district.
  2. The listed regional returns cover about 2.2 billion Xha’ri.
  3. Functions distributed among the Council, guilds, and domains.
  4. Domain autonomy — culture, education, local law.
  5. Economic specialization — the basis of complementarity.

The eight regional returns listed total 2,212 million. Their coverage is not the complete 2.8 billion Xha’ri census; this table cannot allocate the 588 million difference among domains. Founding a settlement, establishing a domain and joining the union are also distinct events.
