Volume II: History — Chapter 7: The Modern Era

The statistical tables below describe the year 4028. Projects with later dates are shown as they were planned then; a target date does not itself establish completion.

"We have reached the stars, but we have not reached perfection. Every new day brings new questions. And that is good — questions mean we are still growing." — From an address by the Unity Council, +4,000

Introduction

The 4000–4028 snapshot shows a civilization with developed urban and space infrastructure. Interstellar ambitions remained long projects. Confidence in abundance coexisted with rising extraction costs and disputes over distribution.

7.1 The Current State

By 4,028 E.U. the Xha'Ruun civilization has achieved:

Parameter Value Status
Population 2.8 billion (Xha'ri) · all species ≈ 4.8 billion Stable growth +0.3%/year
Urbanization 62% Stable
Energy ~2,308 GW (62% fusion) Post-scarcity
Economy 124 trillion s.u. Growth +2.8%/year
Science 7.2% of GDP on R&D Growing
Space 48 satellites, 24 stations Developing

In reports of this period, post-scarcity means protected access to a basic minimum. It does not eliminate charges for additional housing, services and labour, repair costs or local supply interruptions.

7.2 Modern Challenges

7.2.1 The Demographic Challenge

Population growth is consciously regulated (the Growth Commandment, no more than 0.3% per year). The mechanism is not coercion but cultural norm and economic planning: every household participates in resource distribution in accordance with the commandment. The goal is to avoid repeating the demographic crisis of the First Empire (→ see [Volume II, Ch.16, "Demographics"]).

7.2.2 The Resource Challenge

Resource Status Measure
He-3 Rising extraction costs Development of new technologies
Rare-earth elements Sufficient 95% recycling
Thorium Surplus More than 50,000 years

The main resource limit is helium-3, extracted on the moon Thel (→ see [Volume I, Ch.33, "Fusion and Stellar Energy"]). Reserves are large (~60.6 million kh), but growing consumption stimulates the search for alternatives and more efficient extraction.

7.2.3 The Cultural Challenge

Preserving cultural diversity under a single civilization: 12 official languages, 8 domains, 12 guilds, three sapient species. The Council's policy — "unity without uniformity": common norms with maximum autonomy of cultural traditions.

7.3 Planetary Defense

A system for detecting and deflecting dangerous asteroids:

Defense is the only sphere that retained a military component after the abolition of interregional conflicts. Its task is not protection from an enemy but protection from natural threats: the planet's history knows cases of significant impact events (→ see [Volume I, Ch.12, "Geological Evolution"]).

7.4 Future Projects

Project Status Completion
Second orbital elevator Under construction ~+4,080
Expansion of the Xhel base Project +4,200
Interstellar probe In transit —
Quantum computer (next generation) Trials +4,050

The interstellar probe was launched in +3,800 toward the nearest star (5.2 light-years); as of +4,028 it continues its flight. It is the first artificial object to leave the limits of the Khar'Vex system (→ see [Volume II, Ch.15, "Space History"]).

7.5 Looking Ahead

The present is a moment when history ceases to be only the past. Three long-term questions define the coming centuries:

  1. The path to the stars — can a civilization built on one planet carry itself to other worlds?
  2. Preservation of unity — will the Council system withstand the pressure of interstellar expansion?
  3. The meaning of abundance — what does a society do in which all material needs are satisfied?

The answers to these questions will likely be determined by the next era of Xha'Ruun history.

Chapter Summary

  1. The civilization has achieved a post-scarcity economy and full literacy.
  2. Demographic growth is regulated by the Growth Commandment (≤0.3%/year).
  3. The main resource limit is helium-3; thorium is abundant.
  4. Planetary defense is the only remaining military structure.
  5. Key projects: second elevator, Xhel base, interstellar probe (in transit since +3,800).
  6. Three strategic questions: expansion, unity, the meaning of abundance.
