Thexar-III: Ruun-El — Sha-El 03: Khal-Ven Rass — Economic System
"Abundance is not a gift of fate. It is the result of 3,000 years of engineering, organization, and patience. We did not find paradise — we built it." — Merchant Guild, economic report, +4 000
Mor-ven: The Xha’Ruun economy is called post-scarcity when describing protected access to a necessary minimum. Production and distribution sustain that political achievement. Water, food, housing and energy still require materials, land, labour and maintenance; queues and local shortages have not vanished.

3.1 The Post-Scarcity Economy
Basic programmes provide a right to necessary resources and services. Support varies with district and need; improved housing, extra services and many everyday goods are paid for.
| Resource | Status | Provision |
|---|---|---|
| Energy | Basic provision funded collectively | Fusion + Khar'Vex |
| Food | Basic provision funded collectively | Automated agriculture |
| Housing | Basic provision funded collectively | Autonomous blocks |
| Medicine | Basic provision funded collectively | Medic Guild |
| Education | Basic provision funded collectively | Scholars Guild |
Post-scarcity does not mean the abolition of economics: the market survives for differentiated goods — handcraft, art, unique services. Value shifts from material possession to quality, uniqueness, and meaning.
3.2 The Guild Economy
72% of GDP controlled by the 12 Guilds. Remaining 28% — independent producers and services.
| Indicator | Value |
|---|---|
| Planetary GDP | 124 T s.u. |
| GDP per capita | 44 000 s.u. |
| Guild share of GDP | 72% |
| Growth | 2.8%/year |
| Unemployment | 2.8% |
Guilds = simultaneously economic actors and regulators: own key industries, set standards, organize training (→ rhu [Thexar-II, Sha-El 08, "Xa-Vokh The-El"]).
3.3 Energy and Resources
| Indicator | Value |
|---|---|
| Installed capacity | ~2 308 GW |
| Fusion share | 62% |
| Fuel | He-3 for fusion; thorium-cycle fission in separate plants |
| Thorium | Reserves >50 000 years |
| Rare earths | 95% recycling |
Fusion energy since 1420 has expanded production. Fuel must be extracted, plants maintained and electricity transmitted with losses. Cheap energy helps provision cities; it does not make equipment, transport and working time free.
3.4 Distribution
Basic (by need) + market (by preference):
- Basic distribution covers necessary provision by right and need; additional quantities and services may carry charges.
- Market sector — differentiated goods and services — through guild exchanges and independent producers
- Social guarantees — pensions, support in work and old age — through the guilds
3.5 Labor and Motivation
Freedom to choose an occupation coexists with pay and contractual responsibility. Besides earnings, motivations include:
- Professional fulfillment — guild career
- Public recognition — contribution to science, culture, infrastructure
- Personal meaning — creativity, research, service
The 2.8% unemployment figure includes retraining, job searches and involuntary downtime. Support softens lost income without eliminating anxiety or unequal opportunities.
Ruun Ven
- Post-scarcity means a protected minimum; markets also include everyday goods, services and labour.
- 12 Guilds control 72% of GDP; 28% — independent sector.
- Energy (2 308 GW, 62% fusion) — the foundation of abundance.
- Distribution: basic (by need) + market (by preference).
- Occupation is freely chosen; work is paid and shift and contract commitments remain binding.
The estimates of 124 trillion s.u. and 44,000 s.u. per person agree with a denominator of about 2.8 billion Xha’ri. The second figure is not the average for all 4.8 billion members of the three species. These are aggregates for an accounting snapshot, not every household’s income.
