Thexar-III: Ruun-El — Sha-El 01: Rass-Vokh Khal-sha — System of Government
"Power is responsibility. Not privilege. Every member of the Council carries the fate of all the people they represent on their shoulders." — From the Code of the Council of Unity, +850 Y.E.
Ruun-ak rass: → rhu [Thexar-II, Sha-El 06, "Rass-Vokh Thar-El"], → rhu [Thexar-II, Sha-El 11, "Sha-El Xha-Thar"], → rhu [Thexar-II, Sha-El 08, "Xa-Vokh The-El"] Mor-ven: Political system = result of a millennium of institutional evolution. From theocratic chiefdoms → empire → fragmentation → unique system of dual representation balancing professional and territorial interests. Core principle: "unity without uniformity." Structure: Council of Unity (49), Executive Committee (12), 8 domains → provinces → districts, 12 guilds, Keeper of Knowledge.

1.1 Principles of Governance
| Principle | Description | Implementation |
|---|---|---|
| Meritocracy | Power by ability | Guild system |
| Collegiality | Decisions made collectively | Council of Unity (49 members) |
| Transparency | Access to information | Law of Knowledge |
| Sustainability | Long-term planning | Growth Commandment |
Meritocracy — power based on proven ability, not origin. Guild system (→ rhu [Thexar-II, Sha-El 08, "Xa-Vokh The-El"]) = institutional foundation: the path to power lies through professional recognition.
Collegiality means joint decisions on major questions. Authorized workers and executive bodies carry out routine actions; otherwise every repair would require the Council to assemble.
Transparency — the Law of Knowledge guarantees access to information (→ rhu [Thexar-II, Sha-El 12, "Khal-Sha The-El"]). Council decisions published, rationale available to all.
Sustainability — long-term planning governed by the Growth Commandment and ecological limits.
1.2 Structure of Power
Structure of Xha’Ruun power
- Council of Unity · 49
24 delegates from 12 guilds + 25 delegates from 8 domains
Keeper — without vote
- Executive Committee
12 members
- Territorial chain
8 Domains; then Provinces; then Districts
- 12 Guilds
Sectors
The Council of Unity (Rass-Vokh-Sha) — the supreme body of 49 members: 24 delegates from 12 guilds (2 each) + 25 delegates from eight domains. Keeper of Knowledge participates without vote — constitutional function: control of decisions' conformity to the canon.
Council Chair elected from among the members for 10 years, chairs sessions without a casting vote.
1.3 Executive Power
Executive Committee (12 members) — the Council's working body, ensuring execution of its decisions. Formed proportionally: 6 members from guilds, 6 from domains.
Functions:
- Preparation of decisions and analytical materials
- Coordination of domains' and guilds' activities
- Management of planetary programs (infrastructure, space)
- Interaction with the Keeper of Knowledge
No legislative power — accountable to the Council, can be re-elected.
1.4 Territorial Structure
Local implementation ensured by eight domains (→ rhu [Thexar-II, Sha-El 11, "Sha-El Xha-Thar"]): domain → province → district.
Domains have broad autonomy: local laws, culture, education. The Council — domain — province vertical is complemented by the horizontal structure of guilds, whose headquarters are distributed across domains.
1.5 Guilds as Governance Sectors
The twelve guilds = the second circuit of power, representing the professional cross-section. Each guild manages its sector: economy, science, healthcare, infrastructure, culture.
Guilds not only delegate members to the Council but also implement state functions locally: standards, licensing, training, adjudication (→ rhu [Thexar-II, Sha-El 08, "Xa-Vokh The-El"]).
1.6 The Role of the Keeper of Knowledge
The Keeper of Knowledge — a unique institution: a lifelong office without an ordinary vote, but empowered to suspend a disputed decision, but with a constitutional function.
The Keeper:
- Ensures Council decisions conform to the canon
- Heads the Keeper Guild (archives, libraries)
- Has the right to suspend a decision contradicting the canon, referring it for reconsideration
- Nominally not elected — appointed by the previous Keeper with Council confirmation
Embodies the principle of the inviolability of history: knowledge of the past is protected from political expediency.
