Volume II: History — Chapter 11: History of the Eight Domains

"Eight Domains — eight characters. Kharak-Thar — the heart. Rhuval-Ven — the muscles. Vexar-Shan — the mind. Each domain is a separate world, together — a single whole." — Geopolitical treatise, +3,000

Introduction

A domain is the basic territorial unit of modern Xha'Ruun civilization. The eight domains cover all continents of Théxar and represent not merely administrative districts but historical-cultural regions, each with its own identity, economic specialization, and history. The political structure rests on the principle of "unity without uniformity": common Council norms with maximum autonomy of the domains.

11.1 Structure of the Domains

Administrative division of the Union: 8 Domains → Provinces → Districts.

Domain Continent Capital Provinces Population Founded
Kharak-Thar Kharak Khar-Vexar 18 480 million −7,800
Kharak-Tor Kharak Khal-Ven 12 320 million +120
Rhuval-Ven Rhuval Ven-Khal 14 380 million −750
Rhuval-Irkhen Rhuval Irkhen 8 240 million +200
Vexar-Shan Vexar Shan-En 10 310 million +850
Vexar-Mor Vexar Mor-Thal 6 190 million +1,200
Island Islands Khal-Tor 4 280 million −5,000
Polar Polar Ven-Deep 2 12 million +2,500

The listed regional returns total 2,212 million. This is the coverage of these records, not a complete census of the species. The largest listed figure is 480 million for Kharak-Thar and the smallest 12 million for the Polar Domain.

11.2 History of Formation

The boundaries of the domains reflect historical and cultural differences formed over millennia:

11.3 Domains as Cultural Regions

Each domain possesses a distinct identity:

Domain Identity Symbol
Kharak-Thar Administrative core Golden star
Kharak-Tor Agrarian Ear of grain
Rhuval-Ven Trade Ship
Rhuval-Irkhen Industrial Hammer
Vexar-Shan Technological Gear
Vexar-Mor Energy Flame
Island Cultural Wave
Polar Scientific Ice star

These identities are fixed in coats of arms, dialects, and cultural traditions. Preserving diversity is a conscious policy of the Council of Unity: the domains delegate to it 25 of 49 members.

11.4 Domains and Guilds

The political system balances two cross-sections of society: the domains (territorial) and the guilds (professional). Each guild has its headquarters in a specific domain (for example, the Miners Guild in Rhuval-Irkhen, the Artists Guild in Vexar-Shan), linking the economic and territorial structures (→ see [Volume II, Ch.08, "History of the Guilds"]).

Chapter Summary

  1. Eight domains cover all continents of Théxar; division: domain → province → district.
  2. Kharak-Thar is the oldest core of the civilization; the Island domain settled since −5,000; the Polar domain is scientific.
  3. The domains preserve a distinct cultural identity under unified norms.
  4. The domains delegate 25 of the Council's 49 members — balance with the guilds (24).
  5. The listed regional returns cover about 2.2 billion Xha’ri.

The eight regional returns listed total 2,212 million. Their coverage is not the complete 2.8 billion Xha’ri census; this table cannot allocate the 588 million difference among domains. Founding a settlement, establishing a domain and joining the union are also distinct events.
